Students will be able to map a rate with a key, a date and an honest treatment of missing data.
Students are successful when they can
- Maps a rate rather than a raw total.
- Includes a key and the year.
- Marks districts with no data as no data.

The lesson
Warm-up — biggest is not fastest
5 min- Show two districts, one large and one small, with the same number of homes built.
- Ask which did better, and let the class find they cannot say.
Teach — rates, dates and gaps
18 min- Convert to homes per thousand people. Now the two districts can be compared.
- Add a key stating what each shade means in homes per thousand.
- Add the year, because the same districts had different rates in other years.
- Add a scale bar and say what a reader can do with it that a written scale does not allow.
- Now the honesty rule: a district with no figures is marked no data, never left white.
- Ask why white is dishonest. A reader reads it as zero.
- Finish with the two-map point: completions and waiting lists need separate maps.

Guided practice — draw and swap

- They swap and answer three questions from the other pair's map.
- They mark which element's absence caused most trouble.
